Oscar Muñoz graduated from the Instituto Departamental de Bellas Artes in Cali in 1971.

In the 1970s, he began showing his charcoal sketches in the iconic Ciudad Solar cultural space in Cali, as well as at the 26th Salon of Columbian Artists. Muñoz was very committed to the training of young artists, as well as the dissemination of their works, so, in 2006, he created the independent art space Lugar a Dudas in Cali.  For over two decades, the artist has been interested in the mechanics relating to the appearance and disappearance of images. He makes use of unstable media such as human breath, water, light, wax or even dust to create eminently ephemeral works that raise the questions of disappearance, and remains. He mainly works in engraving, drawing, photography, and video, as well as also producing installation art.

For the exhibition America Latina 1960–2013, programmed by the Fondation Cartier in 2013–2014, Muñoz presented his work Lacrimarios (2000–2001). It consists of several glass cubes filled with water, on the surface of which an image has been created by means of carbon powder. The reproduced photographs are excerpted from newspapers and refer to events both tragic and mundane. The image, now imbued with movement, sheds a light on the economic, social and political abandonment in which the population of the Colombian region of Chocó lives. In 2016, in honour of the first European retrospective in tribute to his compatriot, photographer Fernell Franco, the artist created a work especially for the exhibition, entitled El Ejercicio de la Empatía (“Exercising Empathy”).
